Research on "Policy Gaps Analysis: The case of community water and sanitation in Ghana" by Dr. Rose Mamaa Entsua-Mensah and Charlotte Engmann
Since the 1990's, several strategies have been put in place in Ghana to address water needs. A major concern has been water supply in rural and semi-urban communities where the majority of the population live.
As a consequence, Ghana launched the National Community Water and Sanitation Programme (NCWSP) in 1994 to provide solutions to water and sanitation problems in rural communities and small towns.
The Community Water and Sanitation Agency (CWSA) was subsequently established in 1998 by an Act of Parliament to provide an institutional base for the implementation of the NCWSP. Due to limited resources, thorough policy research to examine the formulation and review of policies has not been carried out.
By scanning the policy impacts in different locations, this study aims to analyze the policy gaps in community water and sanitation, with emphasis on the aspects of existing water policy that have been omitted or have marginalized the water supply to rural communities and small towns.
After analysing the existing policy for community water and sanitation, the study will assess the effectiveness of policy in terms of delivery to the small communities and towns, identify innovations in water supply and sanitation systems, and assess the extent to which gender mainstreaming has been achieved in implementing the national water policy at the community level.
The research will attempt to identify the challenges in policy implementation and offer options for improving the existing situation.
